Provisional programme

The objective of the 2010 IAALD World Congress is to take stock of various initiatives and communities of practice in the agricultural information sector. The agenda of the Congress will be articulated through a set of themes across comprehensive information contents, different end users and/or producers of information as well as various levels of information, taking into account its relevance at the local or global level.
Each sub-theme session will be opened by one keynote speakers, followed by several oral presentations and a comprehensive poster session, and be concluded by a discussion forum. Everyone is invited to submit one or more abstract(s) for oral or poster presentation, on a topic related to the congress themes.

Theme 1: Innovative learning processes

This theme will be introduced by Dr Emilie Coudel, of the Innovation joint research unit of INRA/CIRAD/SUPAGRO. She will put into perspective a first assessment of the UNICAMPO rural university in Brazil in combining economic sciences, cognitive sciences, and information and communications sciences.

The session will host papers and posters on agriculture-related training platforms, on communities of learning or practices, and on international initiatives on the subject by FAO, UNESCO, ICRA (International Centre for Development Oriented Research in Agriculture) or other organizations working in this field.

Theme 2: Targeted information products and services

This theme will be introduced by the Director, CTA (Technical Centre for Agricultural and Rural Cooperation), Dr Hansjörg Neun or his representative. The CTA, an example of an equal-representation organization between the European Union (EU) and the ACP (Africa-Caribbean-Pacific) nations, has developed a broad array of agricultural-information products and services currently benefitting a widely diverse range of actors of the South. An evaluation of its information services was recently undertaken. The CTA Director will comment on these permanent mechanisms for adjusting the supply and demand of information, and the experience that the CTA is drawing from it.

The session will host papers and posters on targeted information products and services and new information products offered by different actors or field operators.

Theme 3: Communication and information exchange between actors

This theme will be introduced by Dr Mark Holderness, Executive secretary of the Global Forum on Agricultural Research (GFAR). He will present GFAR’s experience with multi-actor platforms for agricultural research and will highlight the limitations and advantages of this type of mechanism for rural innovation.

The session will be open to papers and posters on innovation and rural development, featuring in-field experiences such as the PROLINNOVA (Promoting Local Innovation) project, establishment of networks and funding methods for encouraging innovation.

Theme 4: Integrated information systems

This theme will be introduced by Prof. Rosa Issolah, of the El Harrach INA at Algiers. Her presentation will cover the establishment of an agricultural-research observatory in Algeria that combines information of different types via a Web portal.
The session will, more specifically, be oriented to the establishment of information portals in the agricultural domain in a wider sense, to systems with a regional focus such as SIDALC (Sistema de Información y Documentación Agropecuario de las Américas) or NATURA (Network of European Agricultural Universities and Scientific Complexes related with Agricultural Development) or to global systems as developed by the FAO, CAB-International, or the CGIAR (Consultative Group on International Agricultural Research).

Theme 5: Information as public policy enabler

This theme will be introduced by Dr Pierre-Marie Bosc of CIRAD. He will cover the establishment of a world agriculture observatory (OAM). His presentation will show the necessity of having information of a particular type to be able to form appropriate public policy. This assessment inscribes itself in the logical framework of such evaluations at the global level, such as IAASTD (International Assessment on Agricultural Science and Technology for Development) or MEA (Millennium Ecosystem Assessment).

The session could host papers and posters on initiatives of this type, which help form public policy at different levels, from the very local to the international.

Programme

Thème 1 : Processus d'apprentissage innovants

Ce thème sera introduit par le Dr Emilie COUDEL, de l’Unité mixte de recherche Innovation de l’INRA/CIRAD/SUPAGRO. Elle mettra en perspective un premier bilan sur l’Université paysanne UNICAMPO au Brésil, en croisant sciences économiques, sciences cognitives et sciences de l’information et de la communication. La session accueillera des communications sur les plates-formes de formation en matière agricole, sur les communautés de pratiques ou d’apprentissage, sur les initiatives internationales en la matière menées par la FAO, l’UNESCO, l’ICRA (International Centre for Development Oriented Research in Agriculture) ou d’autres acteurs de terrain.

Thème 2 : Produits et services d'information ciblés

Ce thème sera introduit par le Directeur du CTA (Centre technique de coopération agricole et rurale), le Dr Hansjörg NEUN ou son représentant. Le CTA, instance de nature paritaire entre les pays de l’Union européenne (UE) et les pays ACP (Afrique Caraïbes Pacifique), a développé une très large gamme de produits et de services d’information agricole au bénéfice d’une grande diversité d’acteurs au Sud. Une évaluation de ses services d’information a été récemment menée. Le Directeur du CTA reviendra sur les mécanismes d’ajustement permanent entre offre et demande d’information, et l’expérience que le CTA en retire. La session accueillera des communications traitant de ce sujet et des nouveaux produits d’information disponibles proposés par différents acteurs ou opérateurs de terrain.

Thème 3 : Communication et partage d'information entre acteurs

Ce thème sera introduit par le Dr Mark HOLDERNESS, Secrétaire exécutif du Forum mondial de la recherche agricole (GFAR). Il présentera l’expérience du GFAR en matière de plate-forme multi-acteurs au service de la recherche agricole et montrera quels sont les contraintes et les avantages de dispositif de ce type pour l’innovation rurale. La session sera ouverte aux communications sur l’innovation et le développement rural, avec des expériences de terrain comme le projet PROLINNOVA (Promoting Local Innovation), la mise en place de réseaux ou bien de mécanismes de fonds incitatifs au service de l’innovation.

Thème 4 : Systèmes d'information intégrés

Ce thème sera introduit par le Pr. Rosa ISSOLAH, de l’INA El Harrach à Alger. Sa présentation portera sur la mise en place en Algérie d’un observatoire sur la recherche agricole, permettant de combiner des informations de nature différentes au travers d’un portail Web. La session sera plus particulièrement consacrée à la mise en place de portails d’information dans le domaine agricole au sens large, aux systèmes à vocation régionale comme SIDALC (Sistema de Información y Documentación Agropecuario de las Américas) ou NATURA (Network of European Agricultural Universities and Scientific Complexes related with Agricultural Development) ou des systèmes mondiaux comme ceux développés par la FAO, les CAB-International, ou le GCRAI (Groupe consultatif de la recherche agronomique internationale).

Thème 5 : L'information en appui aux politiques publiques

Ce thème sera introduit par le Dr Pierre-Marie BOSC, du CIRAD qui traitera de la mise en place d’un Observatoire des agricultures du monde (OAM). Sa présentation illustrera la nécessité de disposer d’une information de nature particulière pour orienter les décisions sur les politiques publiques. Ce constat s’inscrit dans la suite logique d’évaluations à l’échelon mondial, comme l’IAASTD (International Assessment on Agricultural Science and Technology for Development) ou le MEA (Millenium Ecosystem Assessment). La session pourra accueillir des communications sur des initiatives de ce type permettant la décision publique à différentes échelles, du local au régional et à l’international.
